about labeled for life
ending the era of gang enhancements
Across the country, millions of people are living under laws that criminalize identity instead of conduct. “Gang enhancements” — sentencing laws that allow prosecutors to add years, decades, or even life sentences based solely on alleged gang affiliation — are among the most destructive examples of this injustice. These enhancements don’t require proof of organized crime. They often rely on vague, subjective criteria — clothing colors, tattoos, friendships, or social media posts — to label someone a “gang member.”
Labeled for Life is a national campaign led by Campaign Zero to end gang enhancement laws and the databases that uphold them. We believe the law should target conduct, not identity — because a fair justice system punishes actions, not appearances.
campaign mission
We are building a national movement to eradicate gang enhancement statutes and eliminate gang databases within the next five years. Our mission is rooted in two core goals:
education and awareness
Exposing how these laws disproportionately harm Black and Brown communities, criminalizing culture, connection, and community rather than crime itself.
policy and advocacy
Driving legislative reform through grassroots organizing, coalition building, and state-specific advocacy in California, Illinois, and Georgia — the epicenters of some of the nation’s harshest enhancement laws.
Through strategic partnerships with grassroots organizations, we are mobilizing local leaders, impacted communities, and policymakers to dismantle the systems that keep people labeled for life.
why it matters
Gang enhancements transform suspicion into punishment. They can add decades to prison sentences — even life without parole — for people, including youth, who have never committed a violent crime. These laws expand police power, erode due process, and perpetuate racial bias at every level of the justice system.
In California, 92% of all gang enhancement convictions are against Black or Brown defendants. Similar patterns appear across the country. These aren’t just numbers — they are lives, families, and communities torn apart by policies built on fear, not facts.
Gang enhancements do not deliver on their central promise: reducing gang activity or lowering crime. Research shows there is “no clear relationship between gangs and crime,” and cities reporting increases in alleged gang activity have, in some cases, simultaneously experienced declining crime rates.* Nationally, gangs are responsible for a relatively small percentage of overall crime.*

how we’re changing the landscape
The Labeled for Life campaign uses data, storytelling, and direct action to expose the harm of these laws and advance repeal:
the harm index
An interactive, state-by-state map showing how each jurisdiction defines, applies, and enforces its gang enhancement laws — revealing which states inflict the most harm.
storytelling & human impact
Behind every data point is a person. Our platform features the voices of those directly impacted, sharing how arbitrary labels changed their lives.
legislative roadmap
A coordinated multi-state strategy, starting with California, Illinois, and Georgia, to introduce bills that repeal enhancement statutes and end the use of gang databases.
public engagement tools
From quizzes like “Could you be labeled a gang member?” to downloadable action toolkits, we invite every visitor to challenge the assumptions that uphold these laws and join the fight for fairness.
our vision
We envision a future where no one is defined by a label, where the law values evidence over suspicion, and where justice means accountability — not association.
Through sustained organizing, policy reform, and community partnership, Labeled for Life is building toward a justice system that restores, not destroys. Together, we can end the era of gang enhancements and ensure that no one is ever labeled for life again.
